For a boolean row, the "Set default value on creation" option does not set the default value to false if the option is unchecked in the dialogue.

Workaround is to check the option and afterwards uncheck. This seems to set the option actively to unchecked.

It seems there are three states to a true/false configuration option which is confusing.
